What is clinical commissioning?
In July 2010 the Government published a White Paper, Equity and excellence: Liberating the NHS, which set out its long-term vision for the NHS. Following a period of consultation, the draft Health and Social Care Bill was developed which is currently making its way through the legislative process.
Under the NHS reforms proposed in the Health and Social Care Bill, CCGs like ours are set to take on many of the functions currently performed by local Primary Care Trusts, which will be abolished. This will include CCGs taking on strategic planning to tackle our area’s healthcare needs, and working with budget holders to buy in the right services to meet those needs. Clinical commissioning will give groups of GP Practices and other clinicians more financial accountability for the consequences of their decisions. There will be greater independence for healthcare providers and reduced bureaucracy, while public health improvement will be the responsibility of local authorities.
